Assam Rifles strikes at roots: Funding of Ultras via arms smuggling; Maoist nexus stalled

0

They are already calling it a low-intensity breakthrough but with big ramifications. The surrender of 39 militants of Adivasi People’s Liberation Army (APLA) at Bokajan in Assam on June 2 was a major breakthrough from a security and strategic point of view in more ways than one.

This ‘achievement’ will leave recurring benefits in months to come for security forces and police in key northeastern states.

“Not only outfits and extortion gangs in Assam, even groups in Nagaland and Manipur will feel the pinch of this breakthrough,” sources said.

The episode highlights what was being apprehended for decades now.

Militancy in northeast or states such as Assam and Nagaland are no longer confined to mere anti-India insurgency. The operatives have started establishing working relations with Maoist groups in far off Jharkhand and this has only added complexity to the challenges.

The APLA was formed in 2004 to ‘work’ for tea tribe communities. The group has been demanding Scheduled Tribe status for tea-tribe communities in Assam and also took up Robindhood style roles and engaged themselves in launching schools for children and ensuring ‘Land Pattas’ for the community people.

Sources say one round of surrender by Adivasi National Liberation Army (ANLA) in 2012 was important but the community’s unrest remained unabated. Sahil Munda took up the rebellion with his gang and slowly it approached the Jharkhand-based Maoist organisation, People’s Liberation Front of India (PLFI).

The assistance and coordination was so smooth that PLFI -Assam unit was set up and the group became active.

But more than indulging in violence or other militancy-related activities, the PLFI – Assam unit focused on arms smuggling and this involved good flow of cash.

The group also got active in extortion in the Khatkhati area of Karbianglong region and also Assam-Nagaland border.

Notably, Sahil Munda could enlist active cooperation and support from two other fellow comrades from ANLA – Agustine Gogoi and Vijay Sona. They formalised the designations among themselves with Munda becoming Commander in chief, Augustine Deputy Commander in chief and Vijay Sona became chairman of APLA.

“As the extortion and arms smuggling operations mainly focused along the Nagaland-Assam border, Assam Rifles established strong coordination with Assam police and gradually mounted pressure on the wrongdoers,” a source told this journalist.

Sahil Munda reportedly tried to explore avenues for striking deals with security forces and approached Golaghat police in Assam. But in March 2022 he was apprehended by Assam police. A few weeks later on April 10, 2022, three more APLA militants were arrested.

However, after Munda was released on bail he went missing. Sources further said Agustine Gogoi took up another identity under the name of Amar Singh Karmakar and reportedly even “engaged in friendship with the NSCN-IM”.

In between security forces got inputs that Sahil Munda had got in touch with another Naga group — the NSCN-led by Nikki Sumi and was possibly ‘hiding’ with their support. The efforts of security forces to trace him at the Nikki Sumi camp proved futile.

Either the inputs were wrong or Sahil had moved out fearing arrest by security forces.

“In the meantime, officers and personnel of 43 Assam Rifles got active and could sustain more pressure on APLA leadership and cadres as the arms smuggling along Nagaland-Assam border was check-mated.

“Things followed according to script and finally on June 2, 39 APLA militant leaders and cadres laid down arms before authorities,” the source added.

On June 2, the surrendered militants also laid down a total of 31 weapons including 3 AK series Rifles, 19 Pistols, 5 other rifles, 2 grenades and assorted live ammunition today and have chosen a path of peace and prosperity under ‘operation Samarpan’.

An official said the anti-insurgency crack team from Assam Rifles under the aegis of Inspector General Assam Rifles (North) Maj Gen Vikas Lakhera and Spear Corps in conjunction with Assam Police, through their relentless efforts “have successfully pursued homecoming of 39 active cadres of Adivasi People’s Liberation Army (APLA)”.

“Assam Rifles compliment the youth for this decision and impress upon all those who have chosen the wrong path to return into the mainstream and live a happy and peaceful life. Families of the surrendered cadres expressed their gratitude to the Security Forces for bringing their loved ones back to the family safely,” an official release said.

Nitish orders probe after under-construction bridge on Ganga collapses again

1

Bihar Chief Minister Nitish Kumar on Sunday ordered a probe after a large portion of an under-construction four-lane bridge on the Ganga river collapsed — the second such instance after the same structure suffered a collapse earlier due to a storm last year, an official said.

The Chief Minister, after discussing the incident with Additional Chief Secretary, Road Construction Department, Pratyaya Amrit, directed to set up a team to look into the matter, and take action against the company engaged in the construction.

A video of the collapse of the under-construction bridge has gone viral on social media.

CM Nitish Kumar said that “the culprits will not be let go scot free”.

“We will take strict action against the construction company ‘SK Singla’. It would be put on the ‘black-list’ after the investigation is completed,” Amrit said, adding: “There is not a question of anyone going scot free. We are investigating the matter properly.”

The four-lane bridge between Sultanpur sub-division and Khagaria district is being built at Rs 1,716 crore.

The superstructure of the bridge between pillar number 5 and 6 has collapsed.

The official said that when the bridge collapsed last year on April 30, “we consulted with the experts of IIT Roorkee”.

“We requested them to investigate not only pillar number 5 but also 2, 3 and 4 as well. The design of the bridge is based on concrete structure supported by cables. This is a dream project of Chief Minister Nitish Kumar.

“As we were suspecting some designer fault, the proprietor of construction company ‘SK Singla’ along with his American designers participated in the meeting with me. We have asked them to complete the design as soon as possible as five segments are in this bridge. IIT Roorkee also completed its investigation on the faulty design a couple of days ago. A meeting was also being planned to be scheduled but amid all, this mishap happened,” he said.

Meanwhile, Deputy Chief Minister Tejashwi Yadav, who is also in charge of the Road Construction Department, said: “After the collapse last year, we found some cracks in the structure. Accordingly, we broke the defective structures and constructed new ones. We were suspecting fault in the design and had made changes. We have also received complaints about the structures.”

Tejashwi Yadav further said that no information on any casualties has been received so far.

The crack in the structure was first detected by Bharatiya Janata Party (BJP) legislator, Sanjiv Kumar. He had also raised the matter in Bihar Vidhan Sabha during the budget session.

Neeraj Kumar, a JD-U MLC, said: “The Bihar government has sent a team of expert engineers to investigate the incident and find out the reasons.”

BJP’s Vijay Kumar Sinha, Leader of the Opposition in Bihar assembly, said: “It is not the bridge that collapsed in Bhagalpur. The trust of the people in Bihar government has gone into the Ganga river. This bridge has collapsed twice, which clearly proves that corruption has taken place on a large scale.”

“Nitish Kumar should resign on moral grounds. His government is involved in corruption,” said BJP’s Bihar unit president, Samrat Chaudhary.

“In Madhya Pradesh’s Damoh district, a Muslim man Arif Shah, son of Abid Shah, has been boycotted by the Muslim community along with his family. The reason behind the boycott is that he applied tilak to a Hindu during the electoral atmosphere there.

He has reportedly lodged a complaint with the district Superintendent of Police (SP) Rakesh Kumar Singh after which police personnel advised the community leaders and warned that any further boycott would be subjected to legal action. According to the police, the issue has been resolved.

The case pertains to Tejgarh village, which is within the jurisdiction of Tejgarh police station. People from the Hindu community, according to Arif Shah, reside close to his residence. People were interacting with one another during election season when he applied a tika to the forehead of a Hindu guy with gulal (colour) in the midst of the reception….”

Key litigant to withdraw from Varanasi’s Gyanvapi case citing harassment by anti-Hindu forces, strained finances and lack of support from society

0

The Vishwa Vedic Sanatan Sangh Chief Jitendra Singh Vishen has announced that he is withdrawing as the “main pleader” for Rakhi Singh, one of the five Hindu women plaintiffs, in the Shringar Gauri-Gyanvapi case of Varanasi.

Vishen said he took the decision due to lack of resources required for contesting the case and “harassment by anti-religious people”.

He has not submitted an application regarding his decision in the court yet.

Five Hindu women — Rakhi Singh, Manju Vyas, Rekha Pathak, Seeta Sahu, and Lakshami Devi — filed the Shringar Gauri-Gyanvapi case in the court of the civil judge (senior division) Varanasi, in August 2021. The plaintiffs sought the right of daily worship at Maa Shringar Gauri Sthal in Gyanvapi mosque complex.

Vishen said, “I have decided to withdraw myself and my family members from the pleading of all the cases which we had filed in different courts in the interest of country and dharma. My niece Rakhi Singh with four women filed the case: Rakhi Singh and others versus State of UP and others, seeking permission for daily worship at Maa Shringar Gauri Sthal, and I am associated with it as the main pleader. My wife Kiran Singh (filed a suit) as the next friend of Bhagwan Adi Vishweshwar Virajman in the fast-track court of civil judge (senior division) in May 2022.”

While Vishen was engaged in pleading the Shringar Gauri case on behalf of Rakhi Singh, his wife Kiran Singh had filed a suit seeking permission for daily worship of Adi Vishweshwar Virajman in the Gyanvapi Mosque complex.

“Ever since these cases were filed, my family members and I are being harassed by anti-religious people who are against Hindu dharma. These people are trying to declare us ‘gaddar’ (treacherous). In addition, society is also standing with the forces,” Vishen said.

He also said, “A few months ago, I sold my car to arrange the funds required for contesting the case. But now I am left with very limited resources and strength due to which I cannot do the pleading of the cases anymore. My family members and I have decided to withdraw from the pleading of these cases.”

Vishen’s lawyer Shivam Gaur has also announced his own withdrawal from the cases.

Meanwhile Subhash Nandan Chaturvedi, a lawyer for the Hindu plaintiffs, said, “Jitendra Singh Vishen has made the announcement in the media to withdraw from the pleading of the case. He posted about it on social media. But Vishen has not yet submitted a written application to the court about his decision. The case is pending in court.”

“US Ambassador to India Garcetti’s funding For ‘Cultural Preservation’ is heavily tilted towards Islamic sites and missionary partners”, Swarajyamag, May 31, 2023:

“Eric Garcetti had to wait two years before his appointment as Ambassador to India was confirmed by his Senate in March 2023. Indians didn’t mind the delay because he declared in 2021 that he intended to engage directly with our civil society and human rights groups.

For Indians, this was a red rag to a bull, because Garcetti’s statement was interpreted as a formal declaration that the American government would interfere in our domestic affairs. Dismaying visions of toolkits, sub-nationalism, and regime changes, rose.

Oddly, some Americans weren’t too keen on Garcetti, who is also a close associate of President Joe Biden, being sent to India either, because they felt he would end up jeopardizing an important relationship….”
