Pakistani Army Chief Asim Munir Dog-Whistles Again, Calls Terrorism in Kashmir a ‘Legitimate Struggle’

In a provocative and controversial statement, Pakistan’s Chief of Army Staff, Field Marshal Asim Munir, has once again stirred diplomatic tensions by describing what Bharat terms as terrorism in Jammu and Kashmir as a “legitimate and lawful struggle for freedom.”

The remarks were made during a passing-out ceremony at the Pakistan Naval Academy in Karachi, reigniting a long-standing flashpoint between the two nuclear-armed neighbors.

The Statement and Its Context
Addressing cadets and military officials, Munir declared:

“What India labels as terrorism is, in fact, a legitimate and lawful struggle for freedom, recognised by international law. Pakistan will always stand by the people of Kashmir in their struggle for self-determination.”

He further warned Bharat of a “befitting response” in case of any future military action, referencing past confrontations such as the 2019 Balakot airstrikes and the recent Operation Sindoor, which followed the Pahalgam terror attack.

Bharat’s Response and Diplomatic Fallout
Bharat has not officially responded to Munir’s latest remarks, but sources within the Ministry of External Affairs have described the statement as “deeply irresponsible” and “an open endorsement of cross-border terrorism.” New Delhi maintains that Jammu and Kashmir is an integral part of Bharat, and any attempt to internationalize the issue is a violation of bilateral agreements and international norms.

This is not the first time Munir has made such assertions. He previously referred to Kashmir as Pakistan’s “jugular vein”, a phrase often used by Pakistani leaders to underscore the strategic and emotional significance of the region.

Strategic Signaling or Political Posturing?
Analysts believe Munir’s remarks are a form of strategic signaling aimed at multiple audiences:

Domestically, to consolidate support among hardline factions and the military establishment.
Regionally, to assert Pakistan’s continued claim over Kashmir amid Bharat’s growing global stature.
Internationally, to draw attention to the Kashmir issue ahead of key diplomatic events, including the upcoming BRICS Summit in Brazil.

The “Net Regional Stabiliser” Claim
In a surprising twist, Munir also claimed that Pakistan has acted with “restraint and maturity” in the face of Bharatiya provocations and has emerged as a “net regional stabiliser.” This assertion comes despite Pakistan’s long-standing record of harboring and supporting militant groups operating in Kashmir, a charge Islamabad denies.

Implications for Regional Security
Munir’s comments are likely to:

Strain backchannel diplomacy between India and Pakistan, which had seen some progress in recent months.
Complicate international mediation efforts, especially by countries like the UAE and the U.S., which have been encouraging de-escalation.
Fuel tensions along the Line of Control (LoC), where ceasefire violations have been relatively low since the 2021 agreement.

Conclusion
Asim Munir’s latest remarks reflect a hardening of Pakistan’s official stance on Kashmir and a renewed attempt to frame the conflict in ideological and legal terms. While couched in the language of international law and self-determination, the statement is widely seen as a dog-whistle to militant groups and a challenge to India’s sovereignty.

With both nations preparing for major diplomatic engagements in the coming weeks, the fallout from Munir’s speech could shape the tone and trajectory of South Asian geopolitics in the near future.
