Making CAA operational is a great first step, but it is not the last.
The law must be expanded to applications after 2014 and to all countries in the world. It will make it a Right Of Return law for all persecuted Hindus, anywhere in the world.
This will automatically solve the problem of Tamils in Sri Lanka.
Jaffna Tamils cannot be considered of Indian origin, since their homeland is Sri Lanka, not the Indian mainland. However, an expanded CAA will give them the option of settling in India as persecuted Hindus.
Plantation Tamils are a separate category. Based on several bilateral treaties, Sri Lanka promised to give them Statehood, but is going back on their promise. Plantation Tamils are NOT a Stateless people. They are a minority discriminated against by Sinhala supremacists who want to create an ethno-nationalist apartheid Sri Lankan state.
The proper recourse is for Plantation Tamils to pursue their grievance in International Court of Justice. Hindu organizations will help them in this.
What plantation Tamils in the camps of TN need are support in education, health and livelihood while they fight for their rights in SL and seek citizenship in other countries. Note that few plantation Tamils in these camps are actually interested in settling in India and calling this their home.
