“UP’s Textile Industry Is Growing, But The Park Meant To Scale It Is Still On Paper”, Swarajya, 29 Sep 2026.
“Three-and-a-half years ago, the central government picked a piece of land near Lucknow, Uttar Pradesh, for one of its new mega textile parks, called PM MITRA parks (MITRA stands for ‘(Mega Integrated Textile Regions and Apparel’). Since then, the Uttar Pradesh government has put up a boundary wall around the site and a gate, and brought a road, electricity and water to it. But no factory has come up there yet, because the land inside has not been ‘developed’.
Developing the land means laying roads, drains and power lines across the site and dividing it into plots for factory owners. At Lucknow, this work is to be done by a private company, known as a master developer, which would build the park and then run it for up to 50 years. The park has been looking for such a company for about two years without finding one.
Lucknow is one of seven PM MITRA parks in the country, and one of three that are to be built this way, as a partnership between the government and a private developer. The other two, in Gujarat and Karnataka, have not found developers either. The remaining four are being built by state government agencies on their own. Three of them are already giving out plots to factory owners, and one has factories already working………..”
