What is it?

1. Justice for All (JFA) is a NGO with consultative status at the United Nations Department of Public Information. Incorporated in 1999, it is an Illinois registered nonprofit organization based in Chicago, USA.
2. The organization claims to have been grown out of advocacy efforts on the alleged human rights abuses experienced in Bosnia and later Kosovo during the break-up of the former Yugoslavia.

3. JFA was founded by a Pakistani origin US Citizen, Abdul Malik Mujahid and is currently led by Dr. Khursheed Mallick (Chairman), Osman Meah (Vice President), Anwar Kazmi (Secretary), and Ousmane Drame (Director), Emad El Turk (Director), and Ayesha K Mustafaa (Director).

4. Through its various projects, JFA spews anti-India propaganda and abuses democratic mechanisms like engagement with US Congressional members and State Department to malign India and create false alarm in the minds of people’s representatives. It has developed well sophisticated tools and provides training to its members to catch attention of US lawmakers and UN officials.

5. Though the organisation runs several projects but a cursory look at its website and social media pages reveal that it uses its propaganda machine to target India. It is most pro-active in raising matters relating to India and gives fuel to controversies arising out of communal fault lines in India.

7. JFA is powered by a Chicago-based, tax-exempt media company Sound Vision Foundation Inc. Sound Vision was established in 1988 by the Islamic Circle of North America (ICNA) as its multimedia wing to promote “Islamic teachings in the United States and Canada.”

1. Abdul Malik Mujahid (Founder)

• Mujahid was born in Pakistan in 1951.
• He is former Head (1975-77) of Jamiat-e-Talaba (Student wing of Jamaat-e-Islami). During his tenure, the ISI operative, late Ayyub Thakur, who had founded Jammu and Kashmir Students Islamic Organization (JKSIO) in 1974 merged with Islami Jamiat-e-Talaba in 1976-77.
• He founded Sound Vision in 1988 in Chicago.
• He is former Ameer (head) of Islamic Circle of North America (ICNA). ICNA is a top Jamaat-e-Islami (JI) group in the U.S. that was founded in the 1960s by Jamaatis who had emigrated to the U.S. from Pakistan and Bangladesh.
• As an Imam, he gives Friday sermons (khutba) at various Chicago mosques and prayer locations.
• He authored a book “Conversion to Islam: Untouchables Strategy for Protest in India” in 1989.
• He was also appointed as the chairman of the Council of Parliament of the World’s Religions (CPWR) in 2009.

2. Dr. Khursheed A. Mallick

• Khursheed is an Urologist of Indian origin and works at Downers Grove, Illinois, USA.
• He is founder of Indian Muslim Educational Foundation of North America (IMEFNA), which is a US-based not-for-profit organization and claims to be “committed to serving economically weak meritorious minority students, particularly Muslims in India for entrance into India’s institutions of higher learning and research universities”. Its 2021 report suggests that two candidates got selected in National Defence Academy (NDA) as well.
• He is also the Founder of the American Muslim Physicians of Indian Origin (AMPI).
• In 2008, IMEFNA and AMPI were signatories to a letter warning President Obama about Sonal Shah, who was selected by the President to be a part of his transition board.

• Zahir Adil is the Director of Technology Development and Team Lead for the “Save India” project.

• Hena Zuberi is the Director of JFA.
• She is leading the “Free Kashmir” project of JFA.
• She is a Pakistani national, who was born in Karachi.
• She is a journalist by profession and co-founder and Editor-in-Chief of MuslimMatters.org, an online magazine formed in 2007 with the collaboration of various bloggers for bringing attention to the issues faced by Muslims in the West.
• Hena Zuberi is also on the board of The Aafia Foundation, Inc. (TAF) which as per its website is a “tax-exempt non-profit, non-political, human rights organization”. TAF was incorporated on August 14, 2015, to advocate for the Pakistani national Aafia Siddiqui, also known as Lady Al Qaeda.

Most of these organizations present themselves as guardians of human rights and release biased reports to tarnish India’s global image. Free Kashmir

The Free Kashmir project was launched in reaction to abrogation of Article 370 by the Government of India. Justice for All mounted a rapid response forming a new campaign called: Free Kashmir. The first major act of the Free Kashmir campaign was to organize a series of protests in front of various Indian government buildings across the United States on Tuesday, 7 August. In doing this, Free Kashmir began working with a like-minded organization, Stand with Kashmir.

Free Kashmir launched a petition to condemn the decision of the Gates Foundation, Microsoft founder Bill Gates’s humanitarian organization, to award Prime Minister Narendra Modi for humanitarian work in India. The petition was delivered to the Gates Foundation headquarters in Seattle, Washington in a 2,200-page collection. The award coincided with PM Modi’s speech at the United Nations General Assembly in New York in late-September 2019, where Free Kashmir and allies planned a counter-rally, among other events for the week of the UNGA, to protest his presence there.

JFA under its Free Kashmir project creates fake narratives around Kashmir and uses social media tools to spread this falsehood. For instance, a screenshot from the website has been attached below in which it has used highly exaggerated and baseless figures of civilian deaths, disappearances, and custodial killings in Kashmir in past seventy years, quoting “Kashmir Media Service” & “C.J. Werleman” as the source of information.

It has a Standard Operating Procedure (SOP) of gaining traction by creating a hyperbola of tweets, social media posts, calls to US lawmakers and to the US State Department.

Its website provides a list of Actions which can be taken to contribute to its campaign. These Actions are ready-made, one-click tools to spread its propaganda and to engage US government officials.

Save India

Save India project was launched by JFA in 2019 after the Government of India enacted the Citizenship Amendment Act (CAA). The project states that its motive is to save India from ‘Fascism’ and ‘communalism’. An excerpt from the website states “The new Indian citizenship law allows Indians of any religion who cannot prove their citizenship, to become citizens, except for Muslims. India has already stripped 1.9 million Bangla speaking people of citizenship, just before it reinvaded Kashmir.”

Under the Save India project they train volunteers on Congressional outreach, influencing opinion in nearby Masjids, attend conferences, organization skills, and using Social Media to spread propaganda.

Similar to the SOP of Free Kashmir project, in this project too are provided various Actions to spread its propaganda and to engage US government officials.

It has created a “Congress Kit” for requesting a meeting with elected member, with detailed instructions on preparations before the meeting, talking points, questions to ask at end of meeting, follow up and leave behind letters. It also gives suggestions like: “Republicans give more importance to Religious Freedom as Democrats give more important to women’s rights and human rights.”

Conclusion

1. The founder, the members of Justice For All and its affiliated organizations, have their roots in Pakistan and have been associated with Jamaat-e-Islami (JeI). Its founder Abdul Malik Mujahid is former head of student wing of JeI.

2. While the organization claims to be working for furtherance of human rights and to educate fellow citizens on social justice, it has never raised human rights issue in Pakistan, Afghanistan or any other Muslim-majority country.

3. It falsely calls the Indian government as fascist and genocidal and claims that Muslims are being targeted by PM Modi’s BJP government.

4. Its two main projects targeting India are “Save India” and “Free Kashmir”. Under these projects it has created ready to use tools to spread propaganda on social media and to flood US lawmakers with requests of intervention.

5. JFA’s website even provides ready-made Anti-India dossiers to be delivered to US Congressional members. It has proactively pursued the issue of Hijab and ran a campaign called “Hijab Rights are Human Rights”.

6. Currently it is pushing the narrative of Nazification of India by drawing parallels between Hitler and PM Modi, and has released a report on the same.
