A look at Narendra Modi’s foreign policy over the past decade

We have seen how the Narendra Modi years have brought about a massive transformation whether it is internal security, bringing about reforms, major initiatives taken, bringing in better infrastructure, making the Hindu Samaj proud of itself. There is one more aspect that has changed the way the world looks at Bharat – our foreign policy.

Prime Minister Narendra Modi’s tenure has witnessed a paradigm shift in Bharat’s foreign policy, characterised by proactive engagement, strategic initiatives, and a redefined global role. Over the past decade, Modi’s leadership has steered Bharat towards assertive diplomacy to advance national interests, foster strategic partnerships, and shape the global discourse. Let’s delve into the key components and achievements of Modi’s foreign policy, highlighting its evolution, strategic objectives, and impact on the country’s global standing.

Bharat/India First

While the country’s foreign policy has seen a significant shift, Modi’s pragmatic approach, prioritising “India first,” has propelled our country into a prominent position in global politics. Structural changes in the international order and Bharat’s economic growth have contributed to this shift, with Bharat now aspiring to be a “rule-shaper” on the global stage. Modi’s diplomacy reflects our willingness to contribute to global governance and address operational challenges, such as maritime security. Bharat’s stance on China, marked by the audacious response to the Galwan Valley crisis, underscores its assertiveness in shaping the Indo-Pacific region. 

Emergence of Foreign Policy strength

Under Modi’s stewardship, our country’s foreign policy has emerged as a cornerstone of its diplomatic strength, navigating through a complex global landscape marked by geopolitical tensions, economic challenges, and security threats. Modi’s pragmatic approach and visionary leadership have propelled Bharat into a prominent role on the world stage, fostering strategic alliances, promoting economic cooperation, and enhancing our soft power.

Neighbourhood-first policy

Central to Modi’s foreign policy agenda is the “Neighbourhood First” policy, emphasising the importance of fostering strong and mutually beneficial relations with our immediate neighbours. This policy framework seeks to address regional challenges, enhance economic connectivity, and promote stability and prosperity in South Asia. Through initiatives such as the BBIN (Bangladesh-Bhutan-Bharat-Nepal) Initiative, Bharat has sought to deepen regional integration and address common concerns, laying the foundation for enduring partnerships in the region.

Link West policy

Modi’s “Link West” policy represents a strategic pivot towards the Middle East and West Asia, recognising the region’s geopolitical significance and economic potential. This policy framework aims to strengthen economic ties, enhance security cooperation, and leverage our country’s energy interests in the region. Through initiatives such as the India-GCC Framework and the Abu Dhabi Dialogue, Bharat has sought to deepen engagement with Gulf countries, foster dialogue on regional issues, and promote mutual prosperity.

Act East policy

Bharat’s “Act East” policy signifies a strategic shift towards the Asia-Pacific region, aimed at bolstering economic, strategic, and cultural ties with East and Southeast Asian countries. This policy framework emphasises connectivity, trade, and people-to-people exchanges, with the objective of promoting regional integration and enhancing Bharat’s strategic presence in the Indo-Pacific. Through initiatives such as the India-Japan Act East Forum and the Trilateral Highway project, Bharat has sought to deepen cooperation with ASEAN countries, Japan, Australia, and others, contributing to regional stability and prosperity.

Relations with the US

Under Modi’s leadership, Indo-US relations have witnessed a remarkable transformation, evolving into a strategic partnership based on shared values and mutual interests. This partnership spans a wide range of areas, including defence cooperation, counterterrorism, trade, and technology. Modi’s proactive engagement with the US has resulted in significant achievements, such as resolving trade disputes and signing key agreements on cybersecurity and defence technology cooperation.

Handling of Russia-Ukraine conflict

Bharat’s nuanced approach towards the Russia-Ukraine conflict reflects its commitment to strategic autonomy and diplomatic pragmatism. While expressing concern over the escalation of tensions, Bharat has refrained from taking sides and has called for a peaceful resolution through dialogue and diplomacy. This approach underscores Bharat’s role as a responsible global actor, capable of navigating complex geopolitical dynamics and safeguarding its national interests.

G20 Presidency

Bharat’s successful G20 presidency highlighted Prime Minister Modi’s leadership in fostering consensus on critical issues despite divergent views among member nations. Bharat successfully advocated for the African Union’s full membership in the G20, a move initiated by Prime Minister Modi and supported by the US and French Presidents. By championing African representation, Bharat positions itself as a leader of the Global South. 

Cultural rebalancing

Modi’s emphasis on cultural themes like yoga, Ayurveda, and the International Solar Alliance aims to establish Bharat’s leadership in the cultural and spiritual domain. These initiatives promote the idea of ‘Vasudhaiva Kutumbakam’ (the world is one family), showcasing our soft power and fostering cultural diplomacy.

Aid & rescue operations carried out in Modi’s tenure that strengthened relationships with neighbouring countries

Vaccine Maitri (during COVID-19) 

In 2021, India launched the “Vaccine Maitri” initiative, supplying COVID-19 vaccines to nearly 160 countries worldwide. Modi positioned India as a key global vaccine supplier, dubbing it the “pharmacy of the world” and emphasising its capacity to address the pandemic globally, contrasting with vaccine nationalism prevalent in other countries. His humanitarian initiative aimed not only to bolster India’s global image but also to counter China’s vaccine diplomacy efforts and expand its influence in South Asia and beyond.

Operation Dost 

Following a devastating 7.9-magnitude earthquake striking Türkiye and Syria, Bharat swiftly deployed search and rescue teams as part of “Operation Dost” to aid the affected nations. The relief effort included essential supplies such as life-saving medicines, protective gear, and critical care equipment to assist those trapped under debris.

While Operation Ganga repatriated Indian students in Ukraine amidst the conflict, citizens from several other countries, such as Bangladesh, Malaysia, and Pakistan, were also rescued in the process. 

Operation Devi Shakti

In response to the Taliban takeover of Afghanistan in 2021, Bharat initiated the evacuation of its citizens through ‘Operation Devi Shakti’. As part of this operation, a dedicated flight facilitated by Bharat brought back a total of 10 Bharatiya nationals and 94 Afghans, including members of the Afghan Hindu-Sikh minority community. Among those evacuated are nine children, including three infants.

Operation Maitri

In 2015, the government initiated ‘Operation Maitri’ as a comprehensive rescue and relief mission following a devastating earthquake in Nepal. The Indian Army successfully evacuated 170 foreign citizens from countries such as the United States, the United Kingdom, Russia, and Germany. Additionally, the Indian Air Force, in conjunction with the Army, repatriated over 5000 Bharatiya families from Nepal, utilising Kathmandu and Pokhara as operational bases. Furthermore, Bharat dispatched 18 medical teams and 12 engineer teams and delivered 24 tonnes of relief supplies to support the affected regions.

Operation Samudra Maitri

In 2018, Bharat initiated ‘Operation Samudra Maitri’ to aid victims of an earthquake and tsunami in Indonesia. The nation dispatched medical personnel and relief supplies to support those affected by the disaster.

Prime Minister Narendra Modi’s foreign policy legacy is a testament to Bharat’s growing influence and aspirations in global politics. Through bold initiatives, strategic partnerships, and diplomatic finesse, Modi has positioned Bharat as a major player on the world stage, capable of shaping international discourse and contributing to global stability and prosperity. As Bharat continues to assert its voice in international affairs, Modi’s visionary leadership will continue to guide the nation towards greater prominence and influence in future years.
