The Legal Rights Protection Forum (LRPF) has formally approached the Tamil Nadu Governor, who also serves as the Chancellor of the University of Madras, requesting urgent intervention against Loyola College, Chennai. As per the Organiser, the complaint accuses the college of grossly violating university affiliation regulations and engaging in academic malpractices. LRPF has called for the revocation of Loyola College’s autonomous status and the cancellation of its affiliation with the University of Madras.
Academic misconduct, unauthorized off-campus program at ‘Satya Nilayam’
LRPF’s complaint highlights that Loyola College has been unlawfully conducting its M.A. Philosophy program at an unauthorized off-campus location named ‘Satya Nilayam’ in Thiruvanmiyur, approximately 12 km from the college’s approved premises. ‘Satya Nilayam’ operates under a separate legal entity, ‘The Society of Sacred Heart College—Satya Nilayam,’ which is controlled by Jesuit missionaries. According to LRPF, this unauthorized extension lacks the required approvals from the University of Madras.
The official website of ‘Satya Nilayam’ describes it as a Jesuit theological training center, primarily for Catholic priests from various countries, including Bharat, Sri Lanka, Nepal, Bangladesh, Kenya, and regions in Europe and North America. Despite this, Loyola College allegedly registers foreign students under its M.A. Philosophy program while allowing them to study and reside at Satya Nilayam.’
Misrepresentation of academic credentials
LRPF has presented evidence that students who complete their M.A. Philosophy program at ‘Satya Nilayam’ are awarded degree certificates falsely indicating that their education occurred at Loyola College’s main campus. This deliberate misrepresentation constitutes academic fraud and violates university regulations, which mandate that all programs be conducted within the approved campus.
Applications submitted by foreign students for this course list ‘Satya Nilayam’ as both their present and guardian address, raising serious concerns about the transparency and legality of the admissions process.
Discriminatory admission practices
The complaint further accuses Loyola College of restricting access to the M.A. Philosophy program to Jesuit missionaries, effectively excluding non-Christian students. The University of Madras requires that all affiliated programs follow an open and merit-based admissions process. LRPF argues that Loyola College’s discriminatory practices violate these principles and deprive non-Christian students of equal educational opportunities.

In light of these serious violations, LRPF has urged the Governor to take the following actions:
- Immediate Investigation: Conduct a comprehensive inquiry into the unauthorized operation of the M.A. Philosophy program at ‘Satya Nilayam’ and related academic misrepresentation.
- Revoke Autonomous Status: Withdraw Loyola College’s autonomous status for gross violations of university regulations.
- Cancel Affiliation: Terminate the University of Madras affiliation for the M.A. Philosophy program conducted at the unauthorized off-campus facility.
- Legal and Administrative Action: Initiate legal and administrative proceedings against Loyola College and ‘Satya Nilayam’ for academic fraud and discriminatory admission practices.
- Ensure Compliance: Mandate strict adherence to University of Madras regulations requiring that all academic programs be conducted exclusively within approved campuses with open and fair admissions.
LRPF has warned that failure to address these violations promptly will create a dangerous precedent, enabling private institutions to flout affiliation norms and compromising the integrity of higher education in Tamil Nadu. The complaint urges the governor’s office to act swiftly to protect academic standards and ensure that university affiliation is not misused for sectarian purposes.
