Nepal must not become a Terrorist Sanctuary

Nepal Communist Party led government of Nepal is considering declaring suspected Indian Mujahideen (IM) terrorist Maulana Khurshid Alam Ansari a ‘martyr’. Khursid was shot dead by unknown bike-borne assailants in Sunsari, Nepal on 20 September.

Investigative agencies say that Alam had a deep nexus with Islamist terrorists. Alam’s name has cropped up in terror attacks in Delhi, Gorkahpur, Faizabad, Lucknow, Varanasi, Jaipur and Ahmedabad. As per the primary investigation of Nepal Police, Alam had assisted terrorists in illegally obtaining Nepalese citizenship documents using which terrorists had crossed the border from Bharat; he had also sheltered them for a long time.

Alam was the resident of Harinagra Rural Municipality-2, Sunsari, Nepal – an adjoining district of Bihar, Bharat. Besides being an Islamic cleric, he was also the founder and Principal of Rayyan National Boarding School, an effective cover for aiding and sheltering terrorists.

Reportedly, two decades back, Bharatiya security agencies had pleaded Nepal government through the Bhartiya Embassy to extradite Alam to Bharat. But the then home minister Bamdev Gautam from Communist Party of Nepal- United Marxist Leninst [CPN-UML] had refused the extradition. Alam had taken membership of CPN-UML and had good links with high-level politicians.

In 2066 BS (Bikram Samrat), i.e. in 2009 CE, a terrorist Dr. Shahnawaz had acquired citizenship certificate in the name of Shahnawaz Miya from Chief District Office [CDO], Sunsari. And according to sources in Sunsari CDO, it is said that few terrorists used to teach in Raiyan National Bording School which Khurshid Alam was principal of. It is suspected that these fake Nepalese citizenship holders were the same IM terrorists who had carried out serial bomb blasts in Bharat.

According to sources in Nepal’s Ministry of Home Affairs, Bharat’s spy agency RAW had requested Nepal’s Central Police Office to assist in investigating the serial bomb blasts in Bharat as Nepal-Bharat share an open border, and then it was found that the four terrorists had received fake citizenship documents in Nepal. 

And it was corroborated that Khurshid Alam had sheltered and managed citizenship of terrorists when Abdul Subhan Qureshi and Ariz Khan got arrested over the last one year.

Some of the terrorists that Alam helped acquire illegal Nepali citizenship, went to Saudi Arab to meet terrorist leaders & brothers Iqbal and Riyaz Bhatkal in 2009, investigative agencies have revealed. They took training over there and in Pakistan, and knitted a plan to execute a series of bomb blasts in Bharat. Another IM terrorist Salman aka Mohammad Fahad Ansari, who entered Bharat via Nepal, was arrested in 2010 for the serial blasts case. 

Despite this background, what has created a controversy in Nepali politics is why the Communist government declared an accused terrorist as a ‘martyr’ and promised compensation of Nrs. 10,00,000 to his family? Bharat and Nepal have an open border, and if Nepal gains the dubious reputation of being a safe haven for terrorists, this may negatively hamper Nepal’s position throughout the globe.

Very recently, Nepal hosted the fourth BIMSTEC summit and internalized a commitment that the nation would stand firmly against terrorism. More importantly, Nepal used to have a legacy of being a “peaceful Land”; instead of restoring this legacy, is the Communist government trying to change the nation into a “terror friendly land”?
